At Universitas Diponegoro, the performance evaluation of lecturers is conducted through the reporting of the Lecturer Workload (Beban Kerja Dosen/BKD), which is integrated into SISTER (Integrated Human Resources Information System) as the official administrative platform for planning, reporting, and managing workload as well as the realization of tridharma activities (education, research, and community service). Through SISTER, lecturers prepare a semester-based BKD plan and submit a Lecturer Performance Report (Laporan Kinerja Dosen/LKD), which is subsequently evaluated by appointed assessors. This process ensures a systematic record of lecturers’ performance based on verifiable evidence of tridharma achievements and other supporting academic duties. The BKD/LKD–SISTER system serves as a fundamental instrument for evaluating lecturer performance in relation to functional academic positions, credit point accumulation, certification, and academic career development.
The performance assessment of lecturers is also aligned with the provisions of Regulation of the Minister of Education, Culture, Research, and Technology (Permendikbudristek) Number 44 of 2024 concerning the Profession, Career, and Remuneration of Lecturers, which functions as the national regulatory framework for the management of the lecturer profession and career development. This regulation governs aspects of workload requirements, performance indicators, financial entitlements, and employment protection for both ASN and non-ASN lecturers. Permendikbudristek No. 44 of 2024 emphasizes lecturer status (permanent and non-permanent), the principle of fulfilling tridharma-based workload obligations, and the right to fair remuneration, while also providing higher education institutions with institutional autonomy in designing and implementing lecturer performance assessment mechanisms in accordance with applicable regulations. Supported by the BKD system integrated with SISTER and the national regulatory framework, Universitas Diponegoro ensures that lecturer performance assessment is conducted in a transparent, objective, and sustainable manner.
